XP does not have DOS it is not written on or over DOS and
therefore does not have it. There is a DOS emulator by way
of the command line interface but this is not DOS. If you
want the command line interface click start\run and type
in cmd and hit enter. Good luck

And can he format his C: (system) drive from said 'command line interface'
!?

No, he cannot format the system drive from the commandline. To format the
"C:" partition, he must boot with the XP installation CD and either start
the install process and use the partition and format tools integrated with
the install program, or use the Repair Console (which appears to be a DOS
full-screen commandline, but is not)
