What kind of monitor, CRT or flat screen LCD? Have you tested the monitor
on another computer to see if you have the same issue? By the way, that's
not the refresh rate, it's the resolution, have you checked the monitor's
documentation to see if it can handle the resolution? How old is the
monitor, perhaps it's just going bad.

It sounds a bit like like ringing on the monitor cable?
Is the monitor designed to operate at the refresh rate you are driving it
at?
Are you using a switch box to share the monitor with more than one PC?
Are you using an extension cable?

did the original drivers work? If so roll back.
BTW the 1280 X 1024 is not the "refresh rate" it is the number of pixels
being displayed. The refresh rate is set through the Monitor Tab under
Advanced settings and are listed in Hertz

This may well be due to the Refresh Rate (e.g. 60, 70, 72, etc. Hz) being
not supported by the monitor or the drivers (could be either video card or
monitor drivers).
- Check to see that the drivers you are using for your video card are the
latest and proper for your hardware.
- Next go to Advanced on video properties and change the monitor Refresh
Rate (NOT Resolution) down to 60Hz. If this greatly improves the image, your
issue is the Refresh Rate and you need to make sure your settings are within
the range appropriate for your monitor (check manual, mfr's website or their
tech support folks for info). If this doesn't help (assuming you have a 17"
or larger monitor . . . they should all support 1280x1024 Resolution
without problems), your monitor may be signaling "end of life" and need
replacing.
If you have another monitor available, try hooking that up to your computer
and see what happens (realize this requires changing monitor settings and
perhaps monitor drivers).
