This used to happen to me when I used dial-up - what it
is :
That is prime time for everyone and their sister to get
online and check email or what not - that is what the
slow down is - MSN has gotten too big for it's britches.
Along with many other ISPs.
Cable internet for me, thank you very much.

And cable can also be a problem. With cable, you and all your neighbors
share the same bandwidth for Internet traffic. As more and more of your
neighbors get cable access, you'll see a marked drop in your Internet speed
as well.
