Under View | Toolbars on IE and My Computer, there is a
menu item ( named rglblhxdefr ). How do I remove this
menu item. The toolbar has links to an unwanted web
site. When I open IE and My Computer the toolbar is
always set to be displayed, so I always uncheck the
toolbar. If it can't be removed, how to I set it to not
come up checked.

Hi Mike,
Remove Added IE Toolbar Entries (Line 174)
http://www.kellys-korner-xp.com/xp_tweaks.htm
Clear Entries from Tools
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Internet Explorer\Extensions
HKEY_CURRENT_USER\Software\Microsoft\Internet
Explorer\Extensions
Select each subkey and look at its MenuText value in the right-hand pane.
When you locate the menu item, delete the entire subkey.
