New Program Install

Whenever I installed a new program, I always got a
message balloon when i open start menu and the new
program installed is hilighted. But suddenly it
disappeared last week or before. I goto customize the
start menu and see that the option "Hilight newly
installed program" is still checked. What is wrong? How
can I fix this?
