I have personalized Favorites menu enabled in IE 6, which I like and wish to
continue using; however, EVERY SINGLE TIME I drop down my Favorites menu, I
get the (un)helpful "Where have my Favorites gone?" balloon dialog. OK,
that was good once or twice, but is there any way to turn this notification
off without turning off the personalized Favorites menu functionality?

When that message comes up, it tells you to click the chevron arrows to see
your favorites. You can also wait a moment and the list will drop down. If
you click the chevron arrows, the OS makes a note that you understand what
to do and will stop telling you that in the future, if you just wait for the
list to drop down, the OS will keep informing you.
