Accessing dialup account

I had to do a reinstall and when completed I no longer had my dialup
access. When I tried to install a dialup account the listing was greyed
out with only groadband available.

How can I get XP to allow me to install a dialup account?

or PPPoE is Unavailable. Download this REG file to your hard drive, double
click it and answer yes to the import prompt. Reboot if necessary.
