My sone went into the Display Settings window, went to
Advanced, scrolled to Active Title Bar and reset the size
into the hundreds or thousands. The net result is that
every window I attempt to open is consumed by the "close"
box (normally at the upper right of a window) the size of
almost the entire screen. I can't scroll, therefore I
can't open any window and can't get back into Display
Settings to change it back. Even in safe mode. I tried
system restore, but it made no difference.

Does anyone know how to reset this particular setting
without using windows (like by a command line edit?)

Following these steps will get you to the location to change this setting.

Press the Windows key and R, enter DESK.CPL and press Enter.
Press CTRL-TAB three times to get to the Appearance tab.
Press ALT-D
Press the Up arrow key four times, this should be the Active Title Bar
Type in 25 and press enter
Press Alt-A to Apply and you should be all set.
