How do I insert a new picture in my folders to use as
background wallpaper? I use to be able to right click and
pick an option that did that when I had Windows ME. I
can't find that same option with Windows XP but some of my
older folders still have their background wallpaper.

XP works like 98/2000. However the dialog has been removed. The easy way =
is to install this program
http://www.clonesoft.com/shareware/index.htm

These settings are stored in a text file called desktop.ini in the =
folder customised. You can copy from 98/2000 to XP but view them first =
and remove extra settings.
