Hello,
I'm currently experiencing problems with the permissions.
I have set myself up as the administrator however, I'm
still denied to load ing programs. recently I tried to
disable the RPC notification and after I typed in
Services,msc I pressed enter, but a dialog box came up
stating I didn't have permission to do this and I need to
get the administrator. I am the only one logged on to
this computer, so how can I fix this problem?

If you were getting the RPC notification, then you have a worm and you need
to eradicate it before going any further:
