In XP, some icons show up on one user's account, but some
do not show up on another user's account, same computer!
How do I customize each desktop's icons to have the right
short cuts on there for each user? I don't want some
users have access to all programs the main user has.

Under documents and settings, there are folders for each individual user,
and a folder called All Users. Anything in the desktop folder of All Users
will appear on everyone's desktop, and items on the desktop folder for a
user will appear for that user. So, if you want a shortcut only available
for some, just move it out of the All Users folder into one of the specific
users' folders. The same is true of your Start Menu.
