reboot in stead of shutdown

I've got a problem with my system (pentium-4 2.66 ghz 1Gb
Ram etc.) when I shut down the system (XP-Home), it
reboots (in stead of shutting down and turn the power
of...)

anyone has a clue what the cause is
and how to solve the problem ???
