I had a program that used a shortkey key (Ctrl + Alt + J), when I deleted
it, it asked me to browse to find it the next time I click it. When I
clicked browse it accidentally got set to some text file... Now I can't turn
off the shortcut key combo! How can I? Or at least set it to something else?

Thanks in advance

Rebooting the machine may help. Usually you can only avoid this when
you delete the hotkey from the shortcut's Properties before you delete
the shortcut. If the shortcut is still available in the Recycle Bin
you can restore it, delete the setting and then delete the shortcut.
