Ctrl Alt Del will start the task manager, but it only
stays up for about 1-2 seconds and then shuts down. What
can i do to fix this?

This is usually a sign that the system is infected with a virus, worm or
trojan. A tool that you can download that will create emergency copies of
regedit, msconfig and task manager can be found here:
"Create Emergency Copies..."

w32.spybot worm disables NAV, Msconfig, Regedit and Task Manager:

Try this to:
http://securityresponse.symantec.com/avcenter/venc/data/w32.spybot.worm.html

Rename regedit.exe to regedit.com then:

Download then Merge the edit on line 251 then delete all the files mentioned
in the above link.
