Screensaver Options Greyed Out

A set up to a new Windows XP Pro system was done for us
which was copied to other systems in our office. The
problem is everyone's screensaver options are greyed out.
We can change the screensaver but we cannot change the
time, the options or wehther a password is required. How
can I change this so each person can change these
settings?
