I don't want other users to be able to download/install
ANY programs to my computer. Can this be done?

Hi,
If running WinXP Pro, start/run gpedit.msc, expand Computer Config/Admin
Templates/Windows Components/Windows Installer. Use "disable the windows
installer" to set the level of access necessary to install programs. This
means you also need to set your users to non-admin accounts. This only
prevents the use of the Windows Installer, it does not guard against an
application that comes with its own installer utility.
