Desktop tab missing in display properties

I have a user machine that does not have the desktop tab
in the display properties. Is there any way to get it
back?

Restore the Desktop and Screensaver Tabs (Line 128)

To use the Regedit: Save the REG File to your hard disk. Double click it
and answer yes to the import prompt. REG files can be viewed in Notepad by
right clicking on the file and selecting Edit.
