No Shortcut Menu Is Displayed When You Right-Click Start Menu Programs

I have noticed that when I try to right-click a program in
the menu lists that the shortcut screen will not stay. It
flashes as if it is attempting to display but then
immediately disappears.

This problem does not appear when right-clicking on file
names or the desktop.

Please help.
