Auto Taskbar Popopen

Anyone know how to disable a taskbar on auto hide from
poping open everytime an event happens?

live with it....!!!
don't hide it....!!!
move it to top of screen...!!!
tape a piece of paper over the area...!!!
paint taskbar screen area....!!!

this could be a good top 10 list.
