I've had to use the {6} 3.5 floppy disks that i downloaded
from Microsoft.com and before I can finish setup it calls
for windowsXP CD-ROM which I did not get when i
purchased my HP notebook. Where do I get this CD-ROM?

Contact HP. The boot floppies are just to start the setup. you still need
to have the CD or other media to contiune.

Eve,

Hewlett Packard typically includes their Recovery Media in a Utilities
Partition (UP) on the drive or as a CD(s) along with the computer. HP
should be able to offer you the support you need to accomplish a
re-installation.
