In folder options, I have Notepad set to be the default
program for .txt files. However, all my .txt files have
that generic icon like it doesn't know what to open it
with. When you click it, Notepad opens it. Is there a
way to get the Notepad icon to be displayed with these
files?

Download and install TweakUI from Microsoft and then goto Repair>>Repair
Icons.

That's what I thought would fix it too, but it didn't
help.
