Text Label on "hover"

[Silbury Hill]

When the cursor is held over a shortcut, or other icon, for more than a
second or so, a text label appears below the cursor. Can this feature
be turned off?

You may visit Kelly's excellent site and wonload and apply this edit to turn
off most of the tooltips:

Disable balloon tips or disable all (line 11, left column)
