Are you referring to this Knowledge Base article?

As stated in the article, the fix is available from Microsoft Product
Support. There's no other source for it.

As also stated there, there's no charge for the fix to the specific
problem described in the article. When you call Microsoft, tell them
that you have the problem described in KB327889 and want them to waive
charges. Don't ask any other questions during the call.
