Just in case it helps anyone, I figured out the problem.
The one computer that Windows XP would not connect to was
not set up with TCP/IP and this is what Windows XP uses
to connect to the other computers.
The whole network is set up with NetBEUI, but the rest of
the computers have TCP/IP set up on them so there wasn't
a problem with the new Windows XP computer seeing them.
