I have re-installed WinXP Home Sp1 on a new hard drive.
Internet Explorer now does not recognise Java. I have been
through the Internet Options and turned on everything
referring to Java. Where can I look?

Charles;
If you installed, SP1a, Java is not included.
Microsoft is removing Microsoft Virtual Machine from its websites and
stopping distribution because of a court order:
http://www.microsoft.com/java/
http://www2.whidbey.net/djdenham/VM.htm

You can download Microsoft Virtual Machine from here:
http://www.biologylab.awlonline.com/ms_javavm.php

You can download Sun Java here:
http://java.sun.com/getjava/

And a tip from Michel Gallant (MVP Security):

Anyone downloading these VM installers should make sure that they
are authentic versions, as originally distributed by Microsoft.
I am not questioning the integrity of the files on these sites, but
only
making a suggestion about due-diligence security wise.

You should verify the digital signature on these files:
Right Click | Properties | Digital Signatures ..

Hash (SHA-1 Thumbprint):
