If I understand correctly, you connect to the Internet using a dial-up
modem in the desktop computer. If you had a cable modem or DSL
connection, you could share it via the wireless router, with no need
for ICS.

You need to use the wireless router as an access point only:

1. Disable the router's DHCP server -- changing its addressable range
isn't enough. I suspect that the router is assigning an IP address to
the laptop and that the laptop's default gateway points to the router.
The laptop must get its IP address from the desktop computer, and its
default gateway must point to the desktop computer.

2. Connect both computers to the router's LAN ports. Don't connect
anything to the router's WAN port.

With that setup, reboot the notebook and use Winipcfg to check its
TCP/IP configuration. It should show:

IP Address: 192.168.0.x (1<x<255)
Subnet Mask: 255.255.255.0
Gateway: 192.168.0.1
DNS Server = 192.168.0.1
DHCP Server = 192.168.0.1
