I would say that no the patches are not installed.

Microsoft will be focusing their efforts in answering
Windows Update Newsgroup questions primary in the
microsoft.public.windowsupdate newsgroup. Most of the
questions or comments for Windows Update are not operating
system dependent and having the support focused in one
area will help our customers find the answers they need.

newsgroup after this date, please be aware that Microsoft
