I would like to organize my Start Menu and I can't seem to drag and drop the
programs where I want them. Is there another way? Thanks.

Start - Control Panel - Taskbar and Start Menu - Customise - Advanced - =
Enable Drag And Drop.

David told you how to enable drag and drop.
For that sort of organization, personally I find it easiest to
right-click the start button, choose explore all users, and sort
everything at the file level. Same for arranging Favorites - drag'n
drop is far easier to organize than browsing because you can see the
whole picture.
