No idea.

Where are you trying to open it from? Have you tried alternative paths?
- on the desktop, if you've added the icon via Display> Desktop> Customize
Desktop
- on the start menu if so configured
- as an item within Windows Explorer; oops you can't open that either (not
even with Windows key +E?)
- command line: Start > Run > Explorer.exe

What happens when you try to open these things? Any messages on the screen?
Any notes in Event Viewer about the failure?
