Network Connection FOlder

I was trying to change my IP address from dinamic to
static, and I went to control panel, then network
connections, but that folder doesn't show my LAN
connections, I uninstall my network card, reinatll it
back, and nothing, I dont have acces to my network
connection, The Folder is empty, Somtimes show Make sure
that your Network Connection Services is running, and
It's a check that.

Please HELP
