i am trying to shut down windows xp when i select shut
down.. it starts to shut down however it reboots by its
self. how can i fix this problem so when i shut the
computer down it stays shut down...

Have a look at: Start/Control Panel/Power Options/Advanced/Power Buttons.
Make sure "When I press the power button on my computer:" window is set to
"Shut down".

Something that is running in the background on your computer is
causing a "system failure" class error when Windows try to shut it
down, and your computer is using the default setting to "restart on
failure".
Open Control Panel - System - Advanced and click on the Settings
button in the Startup and Recovery (bottom) section of the window.
In the Startup and Recovery window click on the checkbox for
"automatically restart" in the System Failure section to clear it.
And while you are in there you might as well also change the option
for Write debugging information to either "small memory dump" or
"none".
Click on OK and Apply as needed.
Now when you go to shut down your system should not restart. However
it may produce a Blue Screen Of Death STOP error message. If so then
the contents of that STOP message will provide a direct clue as to the
underlying cause.
