When specifying more than one gateway under TCPIP Windows
XP doesn't seem to switch to the other gateway when one is
not available. I have upgraded to service pack but this
does not solve problem does anyone have any ideas

I assume that you installed XP Service Pack 1 because it's supposed to
solve this problem:

Have you enabled Dead Gateway Detection, as described here?
