I want to transfer files and documents and settings from
my old computer to my new one. Do I need to load all the
programs first on my new computer before I use the file
and transfer wizard? I was told that I could connect the
two computers together with a crossover ethernet cable.
In the wizard I did not see a selection choice for that
method. Can you direct me on the steps? Thank You

Yes, you can use a crossover Ethernet cable. Make sure that it's a
crossover cable, not a regular cable. You don't have to load anything
but the Files and Settings Transfer Wizard on the old and new
computers.
Start the Wizard running on the new computer and make the floppy disk
if you need it to run on the old computer. Then, start the Wizard on
the old computer and tell it to use a "Home or small office network".
