I have a second (slave) hard drive that I want to remove
some programs from. When I open the Add&Remove I only get
the primary hard drive. Is there a way to remove programs
from the slave?

Some older programs when loaded do not register in ADD/REMOVE PROGRAMS..
also programs that were loaded onto a slave drive that was once a primaary
drive inside another computer..

Look for uninstall facilities within the program directories.. if none are
found, delete the directories on the slave drive.. then use REGEDIT to erase
any vestiges of the unwanted programs that may be lurking in the Registry..

If the programs weren't installed from this installation of XP, they won't
show up in Add/Remove. And if this is the case, you can just delete the
folders they reside in.
