Why? What makes you think it's an Outlook Express problem?
The OP does not mention Outlook express at all.

I went to that webb site and they told me my question had nothing to do with
outlook express. But someone did help me and i got the problem fixed. I
understand a question might not have anything to do with a specific news
group but that doesnt mean someone might not have an answer for it. Just
because your a cook doesnt mean you dont know how to fix a car.
