kanji characters where they should not be

in a couple of the windows accessory programs, the exit screen that asks
if you want to save the document, has kanji characters instead of English.

In Paint, it says "untitled (characters)" and in WordPad "document
(characters)". It is the exit screen, so I know from experience that it is
asking if I want to save. It is a bit disconcerting to see the oriental
figures, and I do not know where they might pop up next.

How do I get the English screen back. I uninstalled paint and reinstalled
but it did not help
