Hi

I'm running windows XP Pro, and recently, I had to
completely reformat my hard drive and reinstall windows.

After the reinstall, i could not use the ping, tracert,
or the ipconfig commands, which worked previously. They
all result in similar errors:
'ping' is not recognized as an internal or external
command, operable program or batch file.
'tracert' is not recognized as an internal or external
command, operable program or batch file.
'ipconfig' is not recognized as an internal or external
command, operable program or batch file.

Those files should be in your \windows\system32 directory, check and see if
they are there.
