browser doesn't always maximize

why does my browser stay in the toolbar at the bottom when
I go to the browser I have to and close the button and
then when i click on on my browser shortcut it displays as
normal (full screen)

I think you are referring to the Quick Launch, the "tray" of icons next to
the Start button. IE is placed there by default. Am unsure what you want
to do, but you can :
-delete it in there via right-click on the icon and selecting "Delete" in
the pop-up menu,
or,
-shrink the IE window via right-click, selecting Properties in menu, then in
dialog box, select "normal window" to right of "Run".
