Restart Windows Problem

Restart windows is suddenly hanging with the "shutting down windows"
screen. It requires that I power down the unit to achieve a restart.
I'm using a Dell Dimension 8250 and recently did a bios update. I see
other folks are having this problem, but I haven't seen a solution yet.
Any ideas? It's got me stumped! I've tried system restore to a point
way before I noticed the problem.
