In Win 98 one can access the Temporary Internet File
directory and view the physical temporary internet files.
You can browse them, delete old cookie files, etc. When I
go into the Temporary Internet File folder in WIN XP, I
find a DAT file. I've been trying to find the individual
temporary internet files in the folder. Does WIN XP allow
a person to look at the individual files in the
aforementioned folder? If so, how?

Browsing with explorer should show you the virtual view.
