Is there a way to turn tool tips off that pop up whenever mouse is
hovered over items in the quick launch area of the taskbar ?

This involves changing the registry so as you may already be aware, great
care should be taken when changing settings:

Go into START / RUN... and type 'regedt32' in the dialog box.

Once in the registry navigate to the following folder:
HKEY_CURRENT_USER\Software\Microsoft\Windows\Curre ntVersion\Explorer\Advance
d

On the right hand pane you will see an entry named "ShowInfoTip" - modify
this setting to be '0' (zero).

The new setting will take effect when you log off and back on again.

Windows Power Toys for XP, TweakUI can do it using the group
policy editor if I remember correctly.

There is no group policy editor if you use XP Home version though.
