When I turn on the guest account, I can't access internet
through it. WHY??? I thought this was the purpose of
the guest account.

Guest account, by design cannot connect to internet. Cannot initialize a RAS
connection. But it can use an already ON cable/dsl/lan or already connected
dial-up account using Fast user Switching.
dial-up connections might terminate while switching users, to prevent that

It is, if you're on a broadband connection. For a dial up connection, See
http://www.kellys-korner-xp.com/xp_tweaks.htm and scroll down to Keep RAS
Connection within Fast User Switching. This small utility by MVP Kelly will
allow you to make the Registry change necessary for the dialup connection to
stay active when switching users.
Then you can establish a dial up connection, then use Fast User Switching to
switch to the guest account, or even log off and let the Guest log in.
Note: This "tweak" keeps dial up connections active even if no one is
logged on, so you may need to make sure you disconnect when its no longer
needed.
