Recently upgraded my OS from ME to XP. Now when I try to
view a video clip (regardless if it's music vid or
download from another source) the image on the screen
plays and flickers.
Why?

These folks helped me with this same situation (but mine occured after I
upgraded the video drivers in XP with Windows Update instead of the mfg.
update).
I went to my vendor (this case - nVidia) and downloaded their software
update and installed it over the Microsoft update. So try going to the
website of your card manufacturer and downloading their most current drivers
for your card.
