Windows\system32 is not a file, but rather a folder which
contains files and other sub folders.

If you are turning off your computer rather than shutting
it down, when you reboot your machine, the last windows
open can automatically reopen upon rebooting.

If the above statement does not apply, then it may be
that there is a shortcut that has been created to open
this folder and that shortcut is in your startup folder
off of your start menu. If you find one there, delete
it. If you don't find one there, try going to Start,
Run, and then type msconfig. Under Selective Startup,
uncheck all the check marks. Reboot the computer and see
if the problem disappears. If so, run msconfig again and
place a check mark in the first one, reboot and see if
the problem came back. If so, you then know that is
where the shortcut is loading. If not, put a check back
in the next box repeating the process until the window
finally comes back and you know what file or process is
loading the shortcut.

Be sure after you are done to run msconfig again and set
back to Normal Startup.
