Simple question: How do you avoid or minimise horizontal interlacing lines
in video captures (from both DV camera or analog). Especially bad with fast
movement on screen.

There are DV cameras that offer non-interlaced mode.
If you don't have one of these, you can use software that can perform
de-interlacing for you.
You will find de-interlacing filers for DShow and (if I remember correctly)
also for VirtalDub.
