system restore

I have a task bar that down loaded from a web site that i
cant get rid of i have tryed every thing i can, i have
norton internet security professional installed on my
system running xp home.all updates are downloaded every
week. Majer problem system restore will not restore to any
point, check points or any other restore point.The message
said cannot restore to this date or time, have tryed
several dates, have tryed to go back as far as a month.It
will not restore
