I have just bought a laptop computer (2nd hand) with
windows xp professional.
I would like to transfer all my MP3 files from my pc
(Windows 98) onto my laptop.
What cables will I need where do I plug in and whats the
procedure.

The BEST way is to burn the MP3's onto a CD as data files. You'll notice I
said DATA. In that way they can be handled just like any other file(s) that
I would assume you are going to transfer.
Otherwise based on the limited information provided, your best bet is to go
http://www.practicallynetworked.com/networking/ and find your situation.
There is step-by-step instructions for almost any type connection needed.
