problem. When I vieued the PowerDVD Log I saw that my 3D
Now Technology,Enhanced 3D Now, 3D Now Prof. and my SPDIF
output device were all undetected.oh yes I own a DELL

Sounds to me like your comp is screwed up something fierce. I installed XP
pro over windows ME and I have never had any problems with powerDVD or any
other video issues. As a matter of fact, I've never had an issue where I had
to reinstall XP ever and I've upgraded everything in my box from mother
board to monitor. With that being said, I seriously doubt that the problem
is in the OS itself, I would start with video drivers and chipset drivers.
PowerDVD not working due to OS issues just doesn't make sense. Shoot I have
3-4 different DVD playing softwares on my computer and they all work fine,
they will even work at the same time if I want them to. I would look into
something other than reinstalling the OS. Make sure you have the latest
upgrades in drivers and directX.

What is your system config (video display, processor, audio card) also, can
you please run dxdiag and send me the log?
