Windows Installer

I am trying to install Championship Manager 4 on my PC
running Windows XP Home Edition and I got the following
error message: 1607 Unable to Install

After talking to the software developer they told me to
run the instmsiw.exe from the CD but I am getting the
following error message: "Wrong OS or OS Version
Application\"

I was told to get the latest version of the installer
software from microsoft but I was not able to find
anything.

Please help
