how do i get XP to give me the C: command prompt before
it starts Windows?

You can do "Safe Mode Command Prompt" when starting Windows just press F8
and select it from the menu. DOS is not included in Windows XP.

Boot to Safe Mode with Command Prompt. Press the F8 key between the BIOS
POST screen and XP starting up.
